   The next day, go upstairs. Hammer will rush in as usual and announce that he's registered Fei as a Battler. Leave the dorm and go north to where the guard is. He'll now let you pass, and you can continue on to the Nortune map. The only place you can go here right now (besides back into D Block) is C Block, where Battling is held. Go there.

   In C Block, you'll meet with Rue again. She says to talk to her when you're ready to fight. Since there's nothing else you can do here, just go talk to her. Fei will go to the paddock to get his Gear, and, surprise, surprise, it's the Weltall. You then get a chance to practice Battling; unless you've already played the game before, it's a good idea to run through the tutorial and practice mode.

   Your first battle is against Leonardo's Ganador. Just attack for a while; as soon as his life bar gets low, Fei's Gear will overheat and explode.
