Go down to the gun room and talk to Maison, then go to Gear dock and enter the Gear shop (BTW, you can buy a lot of better Gear parts here, though you don't really need them now). Talk to Citan, then leave and go over to the Stier (in the southwest corner). When you approach, Bart will talk with Rico and convince him to stay on board.
