Arrghh ! The hands just looks so weird ! Anyway, the little "dots" are supposed to be falling snow. Sakura's eyes are supposed to be looking at her hands, thus giving us the impression that she's thinking of something. Since there's a faint trace of smile on her face, I guess she should be reflecting upon some of her happier memories.
