As you might guess after a quick glance over the track listing, there are basically two times when the music of Silent Hill is appropriate to listen to: when you're playing the game, or when you're going that extra mile to make your house seem scary during Halloween. It's not really "music" or "songs"; instead, it's just under 40 tracks of seamless creepy and/or disturbing ambient noises that don't make very good background music to anything normal people could possibly be doing. Exceptions are the moody, elegant title theme and a handful of the ending tracks, some of which actually have a melody and one of which features a vocal, of all things.
