This was my first Portishead album, and at the time I couldn't understand why it was compared so negatively to Dummy. Frequent listens to both albums, though, have made it clear that this isn't quite as good an effort as their debut. The torch-ish "All Mine" is good--but, and while this may be a silly complaint to levy against a band whose sound is so torporous anyway, there's a certain spark missing from a lot of these songs. Hopefully their third studio album, should they ever choose to release one (this came out in 1997), will be better.
